The mission for the waterfront redevelopment master plan was to create a destination buzzing with artistic and commercial activity. The site developed for locals and visitors alike integrates existing historical buildings into a walkable commercial neighbourhood with public spaces designed for social activities.

The master plan developed provided direction for the character of the streets, sidewalks, public spaces and landscaping in addition to the design of future buildings. The programme for the buildings in the redevelopment district was carefully selected to animate Festival Street and the boardwalk. It was also intended to provide a retail mix that would create a vibrant complement to Halifax as a destination for locals and tourists alike. Design guidelines were given for the new development parcels to help maintain an appropriate and unified approach to the site as a whole and criteria guiding building massing, entrance locations, service access and materials were also outlined.
